Steven is responsible for the provision of the estates service to 60,000 HMRC staff and to other government departments that share HMRC facilities. He also leads HMRC’s Locations Programme, the largest office property programme in the UK. The Programme is enabling modern ways of working in HMRC, disposing of 140 properties, providing significantly enhanced facilities at 13 major city centre sites, and is on target to save £ 90 million annually.
Steven is a highly experienced chartered engineer: he is a fellow of the Institutions of Civil Engineers, Mechanical Engineers, and Royal Engineers, and a member of the Engineer Council’s Registration and Standards Committee.
Before joining HMRC, Steven retired from the Army as the brigadier responsible for the Army estate. Significant achievements in his career in the Royal Engineers included setting a new strategic direction for the Army’s estate, leading Defence’s internal construction project management consultancy working worldwide, and designing and building Camp Bastion, the major UK operational base in Afghanistan.

Despite the opportunities offered by new ways of working and an ongoing digital revolution, there remains a significant degree of under-utilisation of new more agile paths to working and smarter ways of managing the estate. For this panel, participants will discuss:
- Smarter approaches to agile working – technology as an enabler of new ways of working
- IoT, cloud and data as paradigm shifting paths to transforming management of the estate
- Harnessing energy efficient technology and materials to drive sustainability and reduce the carbon footprint
- Optimising space usage and the management and maintenance of buildings through the deployment of smart systems
