Commercial & Digital Transformation Director
Westminster City Council
Maria’s commercial head and passion for positive disruption has been a golden thread throughout her career that spans both the private and public sector across the UK and further afield.
Her proven track record of developing sustainable transformative contracts and partnerships has lead Maria into the role she occupies today as the Commercial & Digital Transformation Programme for Westminster City Council. She is responsible for driving forward the ‘Smart Council’ agenda of Westminster City Councils ‘City for All’ vision. This involves designing the council’s digital strategy and launching new and revitalised services utilising technology as an enabler across the organisation, including Children’s Services; Finance; Growth, Planning and Housing; Adult Social Care and City Management and Communities.
Westminster City Council is at the heart of London, ensuring satisfaction from its diverse customer base including: circa 250,000 residents, 60,000 businesses and the 1.1 million people who step foot in Westminster every day is no mean feat for the organisation, but customer centric and service based design has always and continues to be one of Maria’s themes for success.

Balancing technological transformation with cultural change
Theatre: Digital and Technology
Any practitioner discussing digital transformation will inevitably point to the fact that technical change is irrelevant without bringing the workforce of an organisation on board with the change, and fundamentally altering how individuals work and interact with technology. For this session, key voices in the sector will discuss some of the ways this can be achieved through:
- Pursuing people-centred approaches to digital change
- Upskilling your workforce in the context of a public sector digital skills gap
- Overcoming fears associated with threats arising from AI and automation of work
- Providing adaptive leadership that stimulates staff to accelerate change
