Jane is a Programme Manager in Cambridgeshire County Council’s Energy Investment Unit. She oversees a programme of Energy Performance Contract projects in Cambridgeshire schools, libraries, offices and other corporate sites – a total of 48 sites and more than £8million of investment, with a further £5million forecast in the next 2 years. This work is part of a wider and very successful programme of energy investment projects (£20+million) led by the Council’s Energy Investment Unit; a pioneering local authority team developing pathways to facilitate investment and delivery in energy infrastructure, by building the knowledge and capacity to support this change.
Jane has previously worked as a Project Manager and Programme Manager responsible for a range of low carbon projects and strategy development at Cambridgeshire County Council.

Identifying and procuring suppliers that can improve energy performance is important in the current financial and environmental climate. For this session, Jane Frank and Howel Jones will explain how the Re:Fit procurement initiative has enabled Cambridgeshire County Council to deliver a broad range of energy projects, that have:
- Generated substantial annual cost savings
- Improved the energy performance of buildings cutting CO2 emissions
- Improved the operational performance of buildings and comfort levels for staff
- Boosted local investment via procurement led local job creation
